In his "Budget speech, Federal Premier Fisher said fcho Government wished to lay down the principle that all defencer expenditure under ordinary circumstances must be paid out of revenue. They desired to have the whole of the Australian naval unit fit for sen about the same time. The* third destroyer would be. sent to Australia in parts, and put together at the Fits*--rov dock.

.Touching on immigration, the Premier said immigrants would be subject to tho condition that they* would be ablo to earn enough to keep themselves and their families in a rc.ntcnable state of comfort. No party W&3 more willing than th? Labour party to welcome Europeans. He estimated that the Kal-goorlie-Port Augusta railway, for which £5000 was placed on the Estimates, would cost four millions. A scheme for dealing with tlio State debts would be introduced next session. The Premier claimed that the credit of the Stales was not equal to the consolidated credit of the Commonwealth.
