A DRASTIC MEASURE.

A deputation of shipping , companies complained to Earl Crewe of the Bill *-y which (as cabled on June 18) the Government of the Straits Settlement propose to impose 20 per cent, on freight in all bills of lading, returning the duty only to shippeprs outside the . ring. It was . mentioned in the previous cable that an. ordinance had been issued giving power to recover de•ierred rebates. Sir James Mackay said the provision? were contrary to British law, and an ' intolerable interferenoe. The '&ctuai trade with Singapore was insignificant but the transhipment trade under this abnprnial Government interference had been transferred to Dutch ports. Earl Crowe said it would be serious? for thy Imperial Government to inteilfare. He advised .-». conference with o view to obtaining a remedy.
