THE MINISTER IN EXPLANATION

AUCKLAND, July 5. The Hon. G. Fowlds, Minister for Education, stated to-day that in making his recent remarks at Christchurch on-the subject of local contributions toward the cost of education he had specially in mind the question of grants for educational buildings. The present system under which the whole of the money for buildings vras found by the Government, was unsatisfactory in that there was no incentive to the Boards to practise economy, whilst the department, in the absence of reports of its own, was not in an advantageous position to judge of the merits of different applications. He suggested that the time will probably come when a;system of defraying the cost' of school tmildirgs by local contributions wou'd bo sen.m'slv considered.
