The Pacific Cable Company's offer arose from Sir J. G. Ward's proposal to reduce the terminal charges on press messages to a half-penny conditional on the Pacific's reduction cf its share to 2d. Tho Pacific Go's counter offer of 2^d is subject to New Zealand reducing the terminal chargo to a half-penny, making a ninepenny rate, which will operate after 21 days' notice to the Berne Conference. It is expected the charges will ba initiated on-August Ist.
