Sir Charles Tapper writes to the Nineteenth Century, advocating the All Red route, and suggests that, in place of Dreadnoughts, Canada, New Zealand, and Australia should build large steamships under Admiralty supervision commanded by naval officers, manned by trained men, and provided with armaments. These would be able to preserve trade routes in time of war, and to transport troops. Each dominion could also bo at liberty to construct an additional local navy.
