LONDON, Sept. 4. A rumour is current that Mtugui, an adherent of Abdul Aziz, has defeated Elglasi, commander of Mulai Hand's forces, and his brother. The report adds that the latter, who is Governor of Marakesfc wa* killed. The "Times' " Paris " correspondent says'that Germany's proposal regarding Morocco was1 frigidly received in England and at Sfc. Petersbuig, and unsympathetically in Austria. ~ ' BERLIN, Sept. 4. The- "Frankfurter Zeitung" denies the necessity of German's intervention. and says it will be her own fault if she becomes isolated.
Most of the Berlin papers are not enthusiastic.
