UNFAIR SHIPPING TACTICS.

LONDON, Sept. 4. Captain Young, Colonial Secretary for the Straits Settlement, in his annual report, brings a strong indictment against the shipping conference. Tha increase in freight during the year was £164,000. £28,000 yearly is granted in secret rebates favouring a small number of firms—the majority being foreign—with the result that 23,851 tons of imperial cargo were diverted to the European. Continent. British tramps were being ousted, and an agitation has now begun for legislation to abolish secret rebates.
