The Hon. Rigg moved the second reading of the Municipal Corporations Act Amendment Bill. .extending the franchise to lodgers and .bring in seamen and commercial travellers. The Hon. MacDbnald moved that the Amendment Bill be read a second time that day six months. The amendment was carried by 22 to The Council then rose.
