SOME SIGNIFICANT UTTERANCES

In a speech at a banquet the Kaiser rejoiced that he was able to express his deepest conviction that the peace of Europe was not in danger. "It. rests on too solid a foundation/ said the Kaiser, "to be easily upset by incidents and calumnies provoked by envious, illdispoeed individuals. It's firm security exists in the first place in the conscience of the princes and statesmen of Europe, who know afid feel they are responsible to God for the lives and prosperity of the peoples entrusted to their leadership." On the. other hand, the Kaiser went on to say, there was the will and desire of the people themselves to malic themselves useful, in tranquilly developing the j magnificent achievements of progressive civilisation and measuring their strength in peaceful rivalry. Finally peace was assured and guaranteed by Germany's power on sea and land, by the German people in arms. Their proud, manly discipline, and love of the honour of her armed forces. Germany was determined to maintain them at tTieir high level without menace to others/ and to develop them as their own interests demand, favouring or injuring none. The Kaiser, in a previous speech, at a dinner at the palace, alluding to the army corps inspection, referred gracefully to the presence, besides German veterans, of many old French soldiers and fighters under Bosquet, Armand, ; Pelissier and Forey at Solferino, Magenta, 'lnkerman. and Sebaslbpol.
