PEKIN, February 3
A Chinese policeman in the employ of the British Municipality of Tientsin, ■while enforcing traffic orders on the occasion of Yuanshikai's visit, lightly touched an outrider with his baton. The (Municipality, 'wishing to avoid a repeftifcion of the Shanghai incident, apologised, and handed the policeman to the Chinese, conditional on his being lightly punished. The Chinese inflicted a thousand blows -with a bamboo and three years' hard labour.
