ST. PETERSBURG, February 2. Enormous numbers of returning Manchurian troops are unable to reach their 'h#mes owing to anarchy in the provinces. The Ozar has contributed one million roubles towards temporary shelters, which the Czarina is organising. The Czar, replying to a deputation of Kursk peasants, announced that it was his intention to discus*? wath r<he .Douma the best means of satisfying the peaeants. He reminded them that the law as to property was inassailable. The Prefect of Moscow has iorbiddon the placarding of electoral progranures for the Douma.
