ST. PETERSBURG, November 19. A run occurred on the St. Petersburg Savings Bank. There were insufficient funds in many of the brandies to meet tihe demand, but immediately on the larger 'banks forming a syndicate/ arid purchasing all the shares offering on the Bourse, the panic was checked. A thousand workmen at Skarsyska, in Poland, 'held up a goods train, dynamited a 'bridge, cut the telegraph lines, and tore up the rails. A (regiment has 'been sent to patrol the line. The Czar has appointed Baron Salza, commanding the troops at Helsingfors, as acting-Governor of Finland, without consulting Count de Witte. TOKIO, November 19.
The Russian prisoners at Kobe are divided between the Imperials and revolutionaries, and serious conflicts have occurred between the ibwo parties, many having been killed and wounded on both sides. .
■General Danieloff, -who is entrusted with the repatriation of the prisoners, ji&s 'been ordered to repatriate no more sailors at present, but only soldiers.
