Received September 13, 7.25 a.m. LONDON, September 32. Tho "Times' " correspondent with General Nogi, describing the arrangements of details for the armistice, states that tho army bitterly resents the result of the peace negotiations, and is deeply disappointed at not being allowed a further effort to force a decisive action.
Tho headquarters staff consider that, tho military evacuation will not be completed beforo April. The Russians all along the line are extremely friendly, visiting the Japanese under the white flag.

WASHINGTON, September 12. Mr. Griscoin, the American Minister air Tokio, cables that the attacks on tho Christian churches were largely due to sporadic antagonism to the Russian Church.
Ho also states that the newspapers raised such popular expectations during the month just past that dissatisfaction at tho peace terms was all the greater, but the sentiments of the army, tho navy, and the nobility are more moderate.
