AN ALLEGED NUISANCE.

THE INSPECTOR'S REPORT

At last night's meeting of the Borough Council, the following report was

read;— Department of Public Health, Wanganui, 28th August, 1905. To his Worship the the Mayor and Gentlemen, Wanganui Borough Council. Gentlemen,—Re Mr. Arthur Robinson and others' complaint about Mrs. Gordon's ow yard, etc., situated in Ta# street. 1 visited and inspected this place the morning after your last meeting and again since, and herewith beg to subnut the following report thereon:—„ Mrs. Gordon is a widow, -with a family of nine children, the eldest son being totally blind, finding occupation in assisting to milk nine cows and helping in her small dairying business. The cowshed yard is on an eighthjtk< aero section, situated in Tay street, ■■' near the outskirts of your borough, and wa,3 creditably clean at the time of my visits. At present Mrs. Gordon is unablo to comply with by-laws relating to tho concreting and drainage of her cow shed yard owing to there being no sewei in Tay street. The main cause of the complaint made to you (so far as I can ascertain) is thiough calves making a noise in crying out on an adjoining vacant section, but as this and similar matters—such as barking dogs, cackling hens, noisy roosters, and so on—do not come under the Public Health Act, I am unable to take steps in the matter unless there is just cause through owners' or occupiers' negligence in keeping their places and surroundings clean .and in a sanitary state, in accordance with your byelaws. Mrs. Gordon contemplates going out of the dairying business shortly, in which case the trouble will soon be at an end.

I see no cause for alarm among the neighbours, who consider the dairy a danger to public health, but would urge upon them" tho necessity of complying with your bye-laws relating to poultry keeping, disposal of house refuse, and wherever practicable to substitute p.w.c.'s for existing pan privies, and havo drainago propejrly laid down, and other sanitary conveniences provided, especially as that part is becoming thickly populated, and so help to promote and improve the sanitary condition of your borough.
