The "Times'" St. Petersburg correspondent reports that the Czar bitterly roproached M. de Witte for allowing the partition of Saghalien, declaring that if he had displayed diplomatic skill Japan would have renounced the whole island, since she was determined to secure peace at any cost. ■ PARIS, September 5. The "Matin's" correspondent at Portsmouth, U.S., asserts that stupefaction and disappointment prevailed at the Court in St. Petersburg when Japan made the concession securing peace.
