CONSTANTINOPLE, Sept. 4
The Porte has again declined to entertain the proposal for international financial control of Macedonia.
It ia believed that the agents already appointed by the Powers will proceed to Macedonia to settle preliminaries, arid the Powers hope that their presence will convince the Port of the usek*snesj of resisting.
