SCHEME. . Received July 31, 11.4 p.m. ST. PETERSBURG, July 31. The Council of Ministers scheme for a National Assembly only excludes from the franchise soldiers, persons under 25, foreigners, and women. There are two classes of electors, the first comprising the owners of land and houses exceeding in value 3,000 roubles in Moscow or St. Petersburg, and 1,500 roubles the other largo towns the second comprising th' 3 holder's of industrial and commercial patents. Tenants paying a residential tax of three roubles annually for the country a.s distinguished from the large towns in each province will elect the members of the A&semb'y, the voters comprising the land owners and electors in the smaller towns and tho peasants
