Commander Colquhoun., whoi repr,e^ sen-ted the "Times" .in lib© naval warfare off Port Arthur, has .returned. He predicts that the Russian defeat at Liaoyang will lead to .overtures' for peace within a couple of months. He questions whether Ruseia. could feed half a ■mlillion men in Manchuria. He considers 'that the Russians wer-e beaten before a blow was struck. Their strategy in the first instance was bad, and the disposition of tJieir forces was wretched.
