The report of the Royal Coirwnission appointed to .inquire Mo the working of the Fiteroy Dock recommends a number of drastic changes. • The report says that the inescapable conclusion from the evid--enae ia that if affiar~ /re to be placed on a satisfactory footing, dfaanges must be made which will finally enidl political control. Nothing bub shadow ■ powiei' can be discovered anywhere but in the hands of fcbe Minister. The superintendent states that bis power, of dsistndssail ils only nominal, and this unreality has a ruinous effect on the discipline' of the eetablishmienit. Other sweeping condemnations of political control occur in the report. The superhitendtent of the dock gave evidence to tine effect that up to three years, ago lie had every control. Now verytbing had •changed, thtfoiugh the interference of .members of Parliament with the Minister. Other officers of tbto dock gave similar evidence. They gave instancies where they were compelled to take 'dlismissed men buck, and put on incapables on the strength of letters from the Minister. They stated that Trades Union matters over-ruled everything else in the shape of departmental discipline.
