WELLINGTON, October 5. At the animal meeting ofl the N«av Zealand Amateur Rowing >■ Association last evening the following: officers were elected: President, Sir Robert Stout; vicepresidents, M. P. Marks (Wellington), and J. James (Dunedin) ; secretary and treasurer, N. Galbraith; Appeal Council, A. S. Biss, A. Brandon, L. Tripp, Dr. Pollen, G. F. C. Campbell; Managing Committee, G. H. Betliune, R. D. Isaacs, Sl. Lauohlan, R. W. McVilley, S. L. Partridge, R. F. Smith, and W. M. Tyers. Wanganui was decided upon asl the locality for the ensuing season's champioinship rega»tta." Lake Waihola was also proposed, but secured1 only 19 votes against 51 recorded in favour of the North Island course. ' ™ ,» G. F. Campbell (Auckland Rowing Club) moved that rule 12 be altered1 to read as follows : "When due notice has been given, any rule except the. rule dealing with the constitution may be altered or rescinded, and any new rule may be made by a majority of the clubs voting on the question at a meeting." This was carried by 28 to 13. " The meeting then proceeded to consider the new rales as drafted by the Managing Committee and circulated to the affiliated dubs. These rules peovide for what is popularly known ais ."'the centre" system of government, "which has been a bone of' contention in the Rowing Association; for a couple of years past. In order to tesifc the feeling of the meeting Mr. Brandon moved that the consideration of the new rules be deferred uj^til a legal opinion had been obtained as to. their legality. Upon this motion the whole question of the centre system was again thiveshed out. Mr. Brandon's motion was negatived by 45 voles to 24, and the meeting proceeded with the rules. Slow.progress was made, and shortly before midnight the meeting was adjourned till Friday evening next.
