The "Times'" New York• corespondent states it is understood that President Roosevelt has formed definite plans for working the coal lniines; in Pennsylvania independently of the existing companies. The Cabinet is convinced that the plans are feasible. An extra session of Congress will he .held to'discuss the matter if possible.
