The Berlin correspondent of the "Times" says that negotiations regarding the Boer Generals' audience of the Kaiser are progressing between Berlin, and, London. If the preliminaries cannot be arranged Chauvinistic opinion will throw the responsibility on Great Britain and spare the Kaiser. .
