Sir William Lyne stated" that the plan adopted had been to get back to the expenditure before the war, during which it had been largely increased. At present the Naval force was a toy force, but it was premature altogether to talk of an Australian Navy." Sir W. Lyne, in submititing the Federal Defence Estimates, totalling £672.000, less £106,000 for the auxiliary squadron, stated that the reduced naval vote was £26,000 and the military vote £147,000.

The votes for -small arms ammunition were reduced by £53,000, and for new rifles by £15,000.
