POWERS ARRANGING A BASES OF SETTLEMENT. ARRIVAL OF COUNT WALDERSEE AT HONG KONG. Received,- September 19th, 5.35 p.m. - HONG KONG, September 19. . Twelvo thousand Germans and two hundred Austrians have arrived at Tientsin. The Powers are arranging a bases of settlement of the Chinese difficulty. Ministers»are therefore informally listening to Prince Ching's proposals. Count Waldersee has arrived at Hong Kong. Three hundred Americans have gone to the country north-east of Pekin, and have rescued the Christians. The Germans at Pekiii have made robbery a capital offence.
