(lei Pros Association.) GISBORNB,' September 17. The Cook County Council held a special meeting to-day to consider a proposal t<h borrow £20,000 for metalling the main, roads of the district. A communication, was received from the Treasury ststjDjr that ■» loan could not be granted for metal- - ling. The chairman said that alter the recent wet winter the roads throughout the country were in an appalling state and the district Mas so extensive that the funds derived for the rates were not nearly sufficient to keep them in order.'
