Un, der these instructions no "private" or prests message will be accepted which may contain information as to the movement of troops, transport arrangements, or any offensive or defensive measures which may be taken , by the biilitary authorities or naval forces unless such message has been passed and countersigned by a- military c r naval officer duly authorised thereto.
