The Marquis of Bipon states that; the Government aie considering the protest of the Premier of .New South Wales against the decision of tlie Foieign Secretaty with regard to the claims of the owners, officers, and crew of the vessel Costa Kica packet seized by the Dutch. It is understood that the Crown Law Officers hold that the arrest ot Captain Carpenter did not prevent the vessel from proceeding, and therefore is no evidence of damage. The aggressive tone of Sir G. Dibba' remonstrance has attracted attention. Sidney, July 18. ' Arrived — B.M.S. Alameda, from San Francisco via Auckland. '■ ' Mblbournb, July 18. The Shipowners' Association, at a special meeting on Friday, will consider the request received from the Engineers' Conference to dißeusß a proposal to reduce the wages when the three years' agreement expires in September next.
