BOROUGH COUNCIL.

« The ordinary fortnightly meeting oi the Borough Conncil was held last night The Mayor (Mr A. J. Parsons), and Councillors Jaokson, Spurdle, Liffiton Hanson, Hogg and Carson were present Finance.— The Bant books, showing a credit balance of £1265 2b Id, were laid on the table. Accounts'., amounting to XI II 3s 6d were passed for payment. '" Apology. — An apology' was received A for the absence of Cr"Perretl. Fire Bbiqade. — The annual balancesheet of the Wanganui Volunteer Fire Brigade was laid on the table. ..... Water and Drain Connections. — Applications for water and' drain connections at the School of Art and , at various private houses'wer'e all granted. — Cr Liffiton, alluding to the new drain connections, drew the attention of the Council to the recommendations, in the report of the Sanitation Committee which had been adopted by the Council, to the effect that no water-closet;con-nections should in future be mai!e unless they were properly trapped to the satisfaction of the Borough Foreman.— Cr Hogg pointed out that as tfiere was also a recommendation in the .report' alluded to that all the connections should be made entirely by the Borough ( workmen,- the old rule forbidding Borough workmen to _^.^work on private property would need tobe rescinded if tho report were to'be acted upon.— After some discussion on the point, Cr Liffiton gave notice that at the next meeting of the Council be would move that the rule referred to by Cr Hogg be rescinded so that the report as adopted could be acted upon. Transfers. — Transfers on the'Borbugh roll were made from Lefchbridge to Innos ; from Liffiton to Dempeey; and from Nel--Bon to B. A. Campbell. Bssbrves Committee. — This Committee reported as follows :--" The Committee report that they haver considered the various mattera submitted 'for' their deliberation, and recommend as under : Friendly Societies' application — No recommendation to make; Mr T. Denby's lease — That it be complied 'With ; Blocks 18 and 20, Town Belt— ThaMbese blocks be reserved fortree planting, and in order to protect the road grass from cattle trespassing they be fenced as 1 soon as possible $ Cook's Reserve— That in future the Band taken therefrom be charged at Sd per load, and then only by permission of the Foreman of Works."— Cr Carson - said he was present at the first meeting of the Reserves Committee when all the business was done with tho exception of attending to one item, the consideration j_of which was postponed.* *|5o far as he remembered it was agreed to grant Mr Denby's application with the'reservethat the Council should have power to take any portion of the land for' the purpose of tree planting if they thought fit. — Councillors Jackson and ' Hogg agreed with the last speaker, and the report was adopted subject to that portion being altered accordingly. Arbor Bat.— On behalf of the School Committee, Cr Spurdle thanked ' the Councilor their assistance in connection frith 'Kil'planting of trees in the grouted adjoining the Boys' School. ? ' Foreman op Works' Report. — This report was read and received' after some discussion on the following paragraph : — "His Worship the Mayor and myself went around to all the places reported to be in snch a deplorable state. To our surprise we could not see anything to compare with what was reported at the Council meeting. If Councillors would only let me know when they' see or hear of anything that wants attending to I would only be too glad to attend to it ; but to make such reports at"the Council meetings of what they are told I think is not fair to me, consideiing I have so mnch important work on hand. I must say, conbidering the very wet season we have had and the material we have at hand - for making streets and footpaths, that all the metalled streets and footpaths are in fairly good order ; although the gravel is thin on many of them therp are no bad poles. The &idf>s of the streets are bound tpbe alpppy in wet weather until they are gravelled from phannel to.' channel, and tjiey woujd compare favourably to apytown in New Bpaland."— Cr Carson ' said before the report was adopted he wished to say that he did not think either tbp Fprenian pf Works pr anybody e'so in tjie Counpil's emplpy was pn^itled to make remarks or copmenfs bn.'.anythipg which took pjace at that table.'
