(Received October 1, 2 a.m ) • Sydney, September 3D. The panic caused by the failure of financial institutions is subsiding, and it is not expected that there will be any further suspensions. The revenue returns of the colony for the quarter ended to-day show a decrease of .846,000. Adelaide, September 30. Mr Henniker-Heaton, M.P., who is visting the colonies for the benefit of his health, has arrived here, and in the course of an interview stated that he was convinced that the cable rate to Australia would be reduced to one shilling per word within two years. He also asserted that the cable companies were making ,£IOOO per day out of the messages. He professed to be disappointed that Sir John Gorst bad not been appointed to succeed the late Mr. Cecil Raikes as Postmaster-General. ■ London, Se2>tember 30. Sir Charles Tupper, High Commissioner for the Dominion of Canada in London, in an article contributed to the Nineteenth Century,strongly supports the Marquis of Lome's suggestions as the most satisfactory solution of the Imperial Federation enigma. He would make the representatives in London of the dominions of C.tnada, Africa, and Australia leading members of the Cabinet, and to be always consulted when any foreign policy was touched, the representatives quitting office when Governments were changed.. The article goes on to say that direct contribution is not the best assistance the colonies-could- give Imperial defence, and it would be be better to develop the defensive powers of the colonies, leaving them to build strategic railways and provide cruisers for the protection of commerce. He considers it quite possible that England and the three dominions mentioned above could deviße. a commercial tariff by which the outlying portions of the Empire would be allowed, an advantage on foreigners, and that five shillings per quarter on corn would be sufficient advantage for India, Australia, and. Canada. Sir Charles Tupper concludes by stating that the late Sir John McDonald concurred with these views.
