LONDON.
April 11 Mr W. H. Smith, replying to a question in the House of Commons, stated that it was nflt the intention of the Government to introduce an' Irish Local Government Bill this session. The Government wou'd be prepared to submit snob a Bill for the oonsjderation of Par* liament when the Irish people were ready to exhibit loyalty to the Crown and constitution. There is a general decline in Colonial stocks'. Consols are unchanged. Wheat is quiet, and prices are steady at last quotations. Leather has advanced R halfpenny.
