I am in favour of a speedy completion of those public works already begun and suoh others as aro neoessary for opening up the country. The views of the leading members of the former Ministry, now in opposition, fco the effect that the further progress of the North Island Trunk Sailway Bhould be suspended until native territory on both sides can be purchased, appear to me fraught with the < utmost danger to the best interests of the Colony. To allow such views to prevail would practically be to abandon the undertaking* Under the present Native administration, which, marks a dißtinct advance in bringing about a renewed feeling of friendliness with the Maoris, the acquisition of the land, already proclaimed beyond the reaoh o speculation, may as confidently be reckoned upon as if already under contract o£ sale. The completion of the railway system, the settlement of the land, and the neceesary intercommunication by roads, are works which promise a return more than sufficient to justify a vigorous effort in further colonization, more especially at a tiino when public loans can be floated on the most favourable terms. This means, instead of raising a million a year indefinitely, that the Colony should arrange to borrow sufficient within a short period to give effect to such a policy. Among other reforms, a more equitable distribution of the burdens of taxation should not longer be deferred. Further retrenchment in the Public Service should also be resolutely followed up. As the time for the election draws nearer the opportunities that are usual of meeting electors in public will bo more appropriate than the limits of this address for the disoussion of many other subjects proper for consideration in the choice of a repreaenta* tive. Referring only generally for the present to such matters, I would, if elected, be found supporting a policy of progress, while giving my beßt attention to the special re* quirements of the district. I may be pardoned for referring in a few words to your present member. It is to be desired on every ground that Mrßryce may be able to be present at the. election. His absence would be embarrassing, and could be of no Bervice to others in the field. For my part I hope he may soon return,, having successfully completed the business which has called him away.
