BOROUGH COUNCIL.

The ordinory fortnightly meeting of the Council was held last evening.Present : The Mayor (ie the chair), and' Crs Nathan, Hurley, Sharpe, Kells, Pollock, Willis, and Carson. The minutes of the previous meetings were read and confirmed. REPORTS OF COMMITTEES. The Magazine Committee reported as follows :— As a present site for a magazine, your Committee can find no better place than a piece of ground at the extreme end of Block 28, Town Belt (over Churton'B , creek, opposite Maria Piace.) This also has the advantage that in the probable event of a new gaol being erected oa the Block the magazine would be in charge of the gaoler. Cr Kells moved, Cr Nathan seconded, and it was carried, That the report be adopted. The Drainage Committee recommended an expenditure for the current year of £700. ■■■'>. drain along the Quay to Churton's Creek, instead ot continuing the present drains through lhe foreshore, bathe had not received any reply. On the motion of Cr Pollock, seconded by Cr Hurley, the report was adopted, the Foreman of Works to consult the Drainage Committee as to the order in which the drains are to be constructed. Ibe Cmsumption of Wat.-r Committee reported, and reco umend d that, especially during tbe winter monlhs, tbe charge should be 9d per 1000 gallons. Cr Willis thought the Council might go even further to meet large consumers ; and proposed, That the rate be 9d per. 1000 for the first 100,000 gallons; and 6.1 per 1000 gallons for all above 100,000 gallons ; to be paid quarterly. The report was adopted, the payments to be made quarterly . KAITANGATA BELIEF. The Mayor was instructed to forward the amount collected, some £60. BEFERENCB MAPS. Letter from Messrs Gibbs and Pinches, stating that they have been instructed to forward a sketch map of those portions of the streets where gas pipes are laid ; md offering to show water and drain i'ipes als ) for a sum of £6 6s. ' Moved by Mr Pollock, and seconded by Mr Hurley, That Messrs Gibbs and Pinches prepare the map. Carried. A letter from F. J. Jones, requesting the Council to agree to the transfer of lease of two sections to Mr Cumberland, was agreed to. A lelter from Mr Cumberland re buildiug a house on his section, was ordered to lie on the table. Letter from C. H. Ashforth, asking the Council to fill in the drain opposite Lingard's brewery. deferred to the Foreman of Works to report on. Letter from Mr Saunders, saying that he was going to take sand from below Churtons Creek ; and one from ratepayers in St. Hill Street asking for the removal of the sand in that street. Cr Sharpe contended that in the interests of the towns people the sand should be removed from 3t Hill Street first. His Worship said the wording of the resolution would not restrict the contractor from taking sand at any of the other places; He said that if the tram came down the St Hill Street incline, the contractor did not see how he could prevent accidents. If the Council would agree to guarantee a few chains of rails, the contractor would take the sand from St Hill Street. Some conversation then took place about the power of the Council in the matter of reserves, Cr Pollock moved, That a committee consisting of Crs Sharp, Nathan, Willis, and the mover, be empowered to wait on Mr Pell, and' arrange with him for the removal of sand from St Hill Street with full power. Seconded by Cr Willis, and carried. Letter from Mr Duthie, re making portion of the footpath near the High School. Cr Nathan moved, and Cr Willis seconded, That the letter be complied with. The motion was lost. Letter from Foreman of Works with estimates. Resolved that London Street be formed. Cr Carson moved, That Ingestre Street be formed. Seconded by Cr Willis. Or Sharpe would oppose the motion. Ho thought if it was patched so as to to prevent the sand blowing over it, it would be sufficient. Cr Pollook also opposed the motion. Cr Kells opposed the motion, on the ground that the street had lately heen Sormed and gravelled. Cr Nathan thought the monoy would be better laid out in the AveDue. Cr Hurley would vote for the motion. Cr Carson said that it was the first time any Cr had asked for 6d to be spent in that ward, people did not use the road, because it was impassible. He would press the motion. The motion was then put and lost. INSPECTOR OF NUISANCE, REPORT. This report w_s read and received. ACCOUNTS. Accounts amounting to £54 Is 3d were passed for payment. BONUS TO FOREMAN OF WORKS. Cr Carson moved, That a bonus of £10 10s be given to the Foreman of Works, in recognition of services voluntarily performed by him.' Seconded by Cr Pollock, and carried unanimously. NOTICES OF MOTION. Cr Pollock moved, That the Avenue be clayed and gravelled, and the sand be removed at the side, from the Post Office up to Guyton Street. Seconded by Cr Kells, and carried. Gr Carson moved, That the acceptance of Mr Reid 's offer of a site for the proposed Hospital be further considered. Cr Hurley seconded. The motion was lost, THE LAKE. The Mayor stated that Mr Watt had readily agreed to have the pigsjtye and closets removed. HAY. On the motion of Cr Sharpe, it was agreed that ten tons from the stack of hay m Victoria Park be sold. APOLOGY. At the suggestion of Or Carson, Cr Nathan apologised to the Mayor and Council for some hasty words used by him at the last meeting. NOTICE OF MOTION : FOR NEXT MEETING. Cr Willis to. move, That Harrison Street be gravelled.
