TO THE ELECTORS OF RANGITIKI, TUR AKIN A, MANAWATU, AND OTAKI. ENTLEMEN, —I have been deter\l mined by the expressed wish of several of the electors to present myself to you as a candidate for the honor of representing your District in the Provincial Council.

Believing, as I do, that the policy of' the Superintendent has been and is one of steady and substantial progress, I do not hesitate to avow myself as prepared ' to support in all main points the measures of Dr. Featherston’s Government, and to aim rather*at improvement in the working of the present Governmental machinery tham at any radical alteration; It will be my earnest endeavour to promote any schemes for the development of the resources of the Province as a whole, and of your District in particular, to maintain the Province in her place as the Capital of New Zealand, and to bring the district of the West Coast within easy reach of the city and harbor of Wellington. I shall ever keep in mind the prosperous future which lies before us by the occupation and improvement of the lands now lying comparatively waste, and shall support all measures which tend to open up the lands (even of native owners)’ to the European population, believing that the creation of an identity of interests is the surest and most enlightened method of securing real benefit to both: races.

With this end' in view it is my intention (should you do me the honour to elect me as one of your representatives) to move that the inland line of road from Rangitikei to Wellington be explored, the best route surveyed and clearly? marked out, and population, both European and Native, liberally assisted by the Government in the formation of such portions of the line as they may require for their local needs. Thus present requirements will be served, and the Government will, I am convinced* have comparatively little to do when it is found expedient to complete the line. My short experience as Inspector of Schools has convinced me that it is necessary to take active steps in order to raise the tone of the Provincial Schools, and to secure the benefit of a good sound English education to the rising generation. And here I feel bound to state that in soliciting your suffrages I am acting contrary to the wish of his Honor the Superintendent, who was unwilling to see in the Council more paid officials than it is possible to avoid. I am so convinced however of the urgent necessity of vigoroits measures for the promotion of education, that unless such measures are adopted by the Council it is my full intention to resign an office which places me in the position of an objector without the power of remedying the evils. I have therefore determined to endeavour as your representative to effect the reforms which are to my mind essentially necessary and to wait the result of the approaching Session of the Council. It will, Gentlemen, be my earnest wish thoroughly to fulfil the obligations imposed upon me, should you do me the honor to elect me as your representative, and it will be my aim to follow, though at a distance, I fear, in the steps, your former Representative in the Provincial Council, and present member in the House of Representatives, has so nobly trodden before.
