It is believed in Washington that the Polish Cabinet will have decided at least to discuss the question with Russia. “It is not known what compromise *can be effected between the Atlantic Charter, which represents the British and American position, and the Russians’ absorption of Latvia, Lithuania and Estonia. However, a representative in Washington of one of those countries said that if Russia could treat her small neighbours as Britain treated the Dominions, a peaceful solution of their fate might be found.”
