PRESENCE OF GERMAN TROOPS AT VATICAN CITY. NEW YORK, September 16. The Pope, according to a message from Madrid, has refused to see a special envoy from Air Marshal Kesselring because “the presence of German troops in Rome since it was declared an open pity is illegal.” Father Lafarge, editor of the Catholic weekly “America,” says: “The presence of German troops at the Vatican City -means that the Pope is virtually in captivity, which is associated with very serious dangers.” The New York “Post” says that the Pope’s situation is viewed with grave concern by the Catholic hierarchy in New York.
