QUESTION OF PRESIDENTIAL POWERS.

The Washington correspondent of the “New York Herald Tribune” says that legislation specifically authorising President Roosevelt to establish the ceiling for all farm prices which he demanded in his message to Congress will be introduced in the Senate on Thursday. The Speaker of the House of Representatives, Mr Sam Rayburn, after two hours’ conference with President Roosevelt, announced that he had advised the President that he favoured a brief resolution giving Mr Roosevelt full authority to stabilise all prices and wages, “notwithstanding any provision in the existing law.” The Senate Finance Committee confirmed its previous tentative action by adopting an additional 5 per cent, victory tax on gross incomes to become effective on earnings as from January 1.
