“COOLING-OFF” PERIOD. SUGGESTED BY MR WELLES. (By Telegraph—Press Association—Copyright) BALTIMORE, June 17. The Assistant Secretary of State, Mr Sumner Welles, addressing a United Nations rally, advocated a “cooling-off” period after the war with a view to avoiding the tragic experience after the last war. He added that the final peace terms should wait till the immediate task of defeating the Axis was completed.
