U.S.A. BILL BEFORE SENATE COMMITTEE AMENDED PROPOSALS. CONSCRIPTION TO APPLY TO 4,500,000 MEN. (By Telegraph—Press Association —Copyright) (Received This Day, 9 a.m.) VZ ASHINGTON, August 5. The Senate Military Committee adopted, by 12 votes to 3, a revised Conscription Bill, affecting twelve million people between the ages of 21 and 31. Exemptions will leave an estimated 4,500,000 from whom the Army expects to draft 400,000 in the autumn and the same number in the spring for a yeai s training. Opponents of the Bill are submitting a minority report. President Roosevelt has named Mr James V. Forrestal for the newly created post of Assistant-Secretary to the Navy. FIRM CONVICTION declared by senator. ANTICIPATION OF GERMAN ATTACK. (Received This Day, 10 a.m.) WASHINGTON, August 5. Opening the debate on the Bill for mobilising the National Guard, Senator Sheppard, Chairman of the Senate Military Affairs Committee, said: “It is my firm conviction that Germany will try to attack the United States.
