DECLARATION OF STATE OF WAR HiTLER'S SINISTER DECREE. USE OF GERMAN POLICE. By Telegraph—Press Association—Copyright. LONDON, April 27. A message from Oslo says that the newly-appointed Reich Commissar for Norway, Herr Terboven, arrived by air. He will take over the civil administration of the occupied areas. Berlin reports that Herr Hitler issued a decree on April 24 which was published today legalising Herr Terboven’s appointment. It declares that the warlike actions of the Norwegian Government have created a state of war between Norway and the German Reich, and it authorises the Reich's Commissar to exercise the supreme civil governmental power under direct instructions from the Fuehrer. A sinister proviso places German police at Herr Tcrboven's disposal.
