“The Times” says a long and complicated communication sent to Sir William Seeds contains no new instructions. It merely clarifies the points previously discussed. The “Daily Express" says that new instructions to bring the negotiations to a speedy conclusion have been sent to the Ambassador in Moscow, Sir Williams Seeds. The position was reviewed by Cabinet yesterday, and the Minister concluded that if the new instructions do not produce an agreement within a reasonable time it would be useless to pursue the negotiations.
