New Football Rules.
Rules seem to be agitating football men all over the globe. The following is in an American paper : College football players yesterday formulated playing rules for the coming season at the Fifth Avenue Hotel. The most striking of the new regulations are as follows If more than three men are killed in a match the game shall cease at the expiration of the last man injured. College Faculties shall be allowed to play football on application to the captains of the college teams. 1 f an enthusiastic rusher receives a broken nose and two black eyes it shall count as a goal for the opposing team. Pulling the moustache of an opponent shall be considered a touch down. Kicking a man’s ribs so as to fracture the same shall hereafter be considered an exhibition of ‘ offensive partnership’ on the one side and of ‘ structural weakness " on the other. Any player taking out an accident policy shall be ruled off tho field lor attempting to cast discredit on a sport essentially English. Any player punting the ball with tho evident intention of showing oft' his legs to tho grand stand shall bo publicly reprimanded. A half back who loaves the field with a whole back shall be disqualified from further service. All kicking must apply to the ball and not to the referee. Games played on Thanksgiving Day shall not be considered to reflect discredit on a time honored institution. Any player receiving an appointment on a university eleven is requested not to let his parents know it. Ten per cent of all gate receipts shall be devoted to the formation of an intercollegiate hospital for disabled football players. A careful study of the regulations will show that they have been drawn up with a conservative wisdom which should establish their permanency and popularity.
