The Totalisator Conference

Aa the outcome of the conference of delegate from the Metropolitan Bscing Clubs recently held in Nepier, on the subject of the nee and abuse of the totalisator, the following resolutions here been sent by the Chairman ol the Conference to the Colonial Secretary. M That the following recommendation be respectfully submitted to you. viz. That no for the aw of the tolAlw*K>i pboUsa be granted to a oj rtciop dob unices the pro* gramme of the race meeting be first approved by the Metropolitan Club in whose district the races are to take place ; and the following rates were framed oy which the Metropolitan Clubs should be guided in giving their assent to the programmes submitted to them. That in submitting programmes lor the approval of tbe Metropolitan Club, each club shall forward its programme for the ensuing year, and shall furnish, if required, a properly audited balance sheet, showing its receipts and expenditure for the past year. And that in no case shall a programme be passed unless it dearly appears from the balance-sheet that all moneys received by tbe club have been ex» pended in stakes, making improvements to tbe course and stands, or payment of interest and sinking fund, or purchase money, or generally in tbe interest cl racing. That no programme of any club shall be passed, the members r.f which divide any portion of tbe profits. That, with n view to limiting the undue use ol the totalisator, no club shall be allowed to hold more than four meetings in the year. That any club bolding more than three meetings in the year must give an average ol at least £6oj jer diem in stakes. That any club holding three meetings in (he year must giv; an average oi at least £4OO per diem iu stakes Hist any club holding two meetings in the year must give an average of at least £230 per diem iu stakes. That any club holding only one meeting iu the year must give an average ol at least £IOO per diem in stakes. It would also be suggested that licenses for the use of the totalisator abould be issued annually, and should be terminable or revoked on the 31st cl July in each year.

Tbe delegate considered that tbe application of tales lacli u that* enunciated above woald be foi the best interests of racing, and for tbs benefit of the country, inasmuch as it would tend to diminish the number of race meetings, by abolishing those that are held simply as money making speculations; while, on tbe other hand, it would tend to encourage the clubs who. by more liberal programmes, can offer greater attractions to tbe owners and breeders of horses.
