A large number of Socialists attended this afternoon’s service at St Paul's Cathedral and created great disturbances by noisy behaviour. They, however, subsequently dispersed quietly. Austrian diplomatists declare that Germany and Austria have exhausted their endeavors to preserve peace with Russia. Russia is feverishly preparing for war, and special steps are being pursued in the fortification of Poland.

The French press are clamouring for a further increase in the army. The Governor of Odessa has issued a manifesto, in which he encourages the troopa, though unarmed with repeating rifles, not to fear the enemy.

Germany, Italy, and Austria mutually guarantee their territorial integrity lor a period of five years. The Russians are actively engaged massing troops, not only in Poland, but also at Kieff and the principal towns on the Dnieper. There is considerable tension between China and Russia owing to another dispute over the Kuldja frontier. A conflict be. tween the two nations is feared, as China has massed a large force iu the disputed country.

March 1. The Emperor William is now rarely visible, and it is feared he is ill.

Bekun, February 2tJ. The Czar has signified his intention of not attending the festivities at Berlin on (he 28rd of March to celebrate the '.Huh birthday of the Emperor William.
