London, January 18. Extensive armaments are being carried on by the Austrian Government.

The Turkish Government have issued a note to Bulgaria, declaring the Regency illegal, and asking them to resign the Government into the bauds of the Great Powers. Germans abroad have been warned to be prepared to rejoin tbe reserves. The Emperor William, in receiving the President of the Prussian Herren Haus, declared that the rejection of tbe Army Bill by tbe Reichstag had deeply saddened and pained him. It was impossible, be said, to accept tbe increase of the army for three years, as carried in the amendment. He hoped the Bill as originally introduced would be passed at a later period.

A false alarm of fire was given at a performance of a Dramatic Club at Spitalfields last night, and in the panic which ensned 17 persons were killed.

' Tenders for the Brunswick (Victoria) Municipal Loan of L 28.000, at 5 per cent, were opened today, and were found to amount to L 36.000. Those at tbe minimum, LlO4, will receive 32 per cent of the allotment.

In addressing a meeting at Liverpool last night, Mr Oosohen stated that her Majesty’s Government were working to preserve the peace of Europe. He coaid pronounce no opinion as to the appointment of a Prince of Bulgaria until a candidate has been submitted in accordance with the Treaty of Berlin.
