Policy of the Salisbury Oovernment. THE PREMISS'S VIEWS ON THE IRISH QUESTION. London, August 12. A banquet was given at tfae Mansion House laet evening by tbe Lord Mayor to the members of the Ministry. The Marquis of Salisbury, in replying to the toast ol Her Majesty's Ministers, said it was tbe duty of Glovernmeot to free the Loyalists from constraint and restore order in Ireland, the failure to do which was a just and tbe sole cause of discontent. His Lordship alluded to the steps being taken fui the settlement of the Afghan and Egyptian questions, which were as jet unfinished; and expressed bis opinion that there were increased hopes for the maiute nance of peace in Europe. The Farnellite newspapers in Ireland, in their articles to-day on the Premier’s speech at tbe Mansion House last night, generally regard Lord Salisbury’s statements as to the course to be pursued iu Ireland as a declare, tion of war, and declare that tbe truce between the Irish Nationalists and the Execu tive is thereby ended.
