THB GENEBAL ELECTION AT HOME, LATEST STATE OF PARTIES. STONEWALLING THE NEW BOOTH WALES TARIFF BILL. London, July 8. The Marquis of Bartington has expressed aa opinion that it is necessary to allow Ireland a more extensive scheme of local government than England. The death is announced, at the age of 81, of bis Eminence Cardinal Qoibert, Archbishop of Paris. Sydney, July 9. The Legislative Assembly has been sitting continuously since yesterday afternoon in eon sequence of the Opposition members stonewalling the Bill to give effect to the alterations in the Customs duties proposed by the government. Messrs Sheppard and Wisdom have been aas pended for disorderly conduct. July 10. The legislative Assembly is still sitting, and it is thought probable that it will continue to de so nntil Tuesday next. Several scenes of great confusion have occurred, during which members have threatened one another with personal violence, and at times the Hoase has been a perfect Babel.
