OFFICIAL LIST OP THE NEW MINISTERS. London, February 3. Mr Gladstone has been successful iu his efforts to form a Ministry. The following is the official (list of the members of the new Cabinet and their portfoliosßight Hon William £. Gladstone, Premier and First Lord of the Treasury; Sir Farrer Herschell, QU , Lord High Chancellor ; Lord Spencer, Lord President of the Council; Lord Granville, Secretary of State for the Colonies; Lord Hoseberry, Secretary for Foreign Affairs ; Right Hon Hugh Childers, Secretary for the Home Department; Lord Kimberley, Secretary of State for India; Bight Hon Henry Campbell Bannerman, Secretary of State for War ; Right Hon Sir William Vernon Harcourt. Chancellor of the Exchequer; The Marquis of Ripon, First Lord of the Admiralty ; Mr John Morley, Chief Secretary for Ireland ; Right Hon A. J. Mundella. President of the Board of Trade; Mr Charles Russell, Attorney Gen. eral; and the Right Hon George Otto Trevelyan, Chief Secretary for Scotland. The portfolios of Lord Privy Seal and Postmaster General have not yet been filled. It is rumoured that Mr Trevelyan, Secretary for Scotland; Mr Mundella, President of the Board of Trade; and Mr Morley, Secretary for Ireland, will have seats iu the Cabinet. The Times, referring to the Government formed by Mr Gladstone, does not consider it a strong one.
