Wairarapa West County Council.

This Council held its usual monthly meet ing at Carterton on Saturday la.t, Present —Councillors Booth {<-li-iinuai>). T'sil'.y. Martin, Braithwaite, 11. Bunny, 11. 11. Bunny, Phillips, and Matthews. The minutes of the former meeting were ouiilhim-d. The Treasurer’s report and balance sheet up to February 13, 1885, were read. Correspondence inwards— A letter was read from the Public Works Department, asking if the work near Pope’s Head creek is included in sections 7 to 12 of Martinborough-Pahaua road. From the Taratahi-Carterton Boad Board, agreeing to draft of byelaw re width of tires. From Wairarapa East County Council, enclosing an extract from engineer's report re Waingawa bridge protective works. From Messrs Beard and Gray, enclosing memo, of lease for Ilurnnuiorangi ferry

reserve. From Featherston Road Board, informing the Council that they cannot accept the byelaw re width of tires, at present. Several accounts were passed for payment. TRAMWAY. An application from Messrs Cdy and Gallon for special order to lay down tramway on Moffatt’s line, was received and acceded to.

LAKE FEKRT. Cr Phillips, in pursuance of his notice of motion, proposed *' That this Council, on Mr Oroot leaving, closes the lower ferry.” Cr H. Bunny stated that ha had met Mr Croot, who informed him that providing the Council forego all arrears of rent till April next, he would re-lease and pay the rent (L3O per annum) in advance. It was resolved that the clerk write for Mr Oroot's formal acceptance of the same, and arrange the agreement in accordance with Mr Croot's offer.

Or Phillips said the Council had no right to give up any privilege. The Chairman said the Council did not relinquish anything by accepting Mr Croot's terms, as it had been clearly stated, according to Council’s opinion that a toll cannot be legally levied at the lower ferry, especially at low water.

Cr Phillips withdrew his motion re closing % the ferry, but in the event of Mr Croot’s leaving would bring the same forward avain. The chairman reminded Cr Phillips that Mr Croot’s lease would have seven years yet to run, and the rent would be paid in advance.

BRIDGE ESTIMATE. Re the letter (from the Public Works partment.

The engineer (Mr Kiug) who was present, said Mr Connell’s estimate was not at all in accordance with his ideas; he considered that the sum mentioned £842 was not at all adequate for the purpose of a bridge in that district, as that was at the rate of £5 10s per foot which would not pay for the cheapest bridge, and one of that character would be simply absurd; he was convinced that his own estimate (£1400) was much more correct, Cr H. Bunny, moved and Cr John Tully seconded “ That Mr King bo asked to give a report of the bridge in question proposed to be erected in the Wainuioru district, the council to meet in a fortnight and receive the report.

The Wairarapa East County Council asked for a sum of £75 to be forwarded, the Council’s moiety of £600; also, the half of £52 7s 8d extras.

Cr H. Bunny moved, Cr Braithwaite seconded, “ That the half of the £52 7s 8d bo authorised.” Carried. The other sum was also passed. HURUNOIORANO2 RESERVE. Re the lease of the Hurunuiorangi reserve. Referred to Perry Reserve Committee to report, LOWER VALLEY ROAD.

The engineer’s report concerning the proposed road in the Martinborough-Paham district was considered, showing the difference between Mr Sheet's plan, Mr Bremner’s and his own.

Mr King explained that Mr Skoet’s line is at a lower elevation than Mr Bremner’s, and that his own (Mr King's) was the most central, and strikes the hill much lower down. He had an idea that a shorter line and a more central one could be found.

Gr Tally moved, and Or J. Martin seconded, that Mr King prepare a report. Carried. PARK ROAD BRIDGE. Mr Eeese attended re Park Road Bridge and said he only received the letter the night before, and did not consider the work complained of was at all incomplete, and he would like to refer the work to the Work’e Committee of the Council, as the engineer had no cause for complaint. Mr Reese was given time to reply in writing, which he subsequently did, but the Council resolved to abide by the engineer's decision, on the motion of Or Martin, seconded by Cr Phillips, consequently the small amount disallowed will not be paid. Cr H. Bunny here took the chair, Mr Booth requiring to be absent.

WIDTH OF TIRES. Be letter from Featherston Rj'd Burci. Cr Phillips remarked that the draft ha I mi been laid on the table for consideration before being presented to the Featherst-m Hoad Board.

Cr Phillips said it slmld bo called the Junker’s Abolition Bill, and he was astonished that one Councillor hid not pro tested against the draft of such an incongruity, It was not a bye-law at all, being not in proper form, in fact, drafted by the clerk from another bye-law. It was altogether irregular, and if the Committee was responsible ho was sorry that they bad sujfi a committee. There was one clause which sai 3 all the wheels should be not less than five inches, he would suggest the word "each” instead of “ all.” He said if the Committee knew they were abolishing junkers by the draft of those bye-laws their conduct was simply disgraceful. Cr 31. B. Bunny as one of the committee asked Cr Phillips to withdraw the remark. Cr Phillips said if he did he would use eveu a stronger word, Cr Bunny resented the imputation and the Chairman called Cr Phillips to order. ROADS AND TEAHWATS. Cr Phillips moved the resolution standing in his name;

“ That the ordinary district roads in this County not being constructed to be ir a log traffic to the different saw mills, this County resolves that any sawmill requiring to use a public road to supply the mil! with logs, makes application for permission in the usual way to lay down a tramway. ’ The Chairman suggested that the Oounri! should let the matter stand over til! they got the opinion of the Featherston Road Board. He understood that the Featherstou Itoad Board had no time at their last meet ing to give the matter full consideration. Road Boards were mostly composed of practical men, and no doubt their decision on the matter would be a sound one.

CrU. E. Bunny moved and Cr Matthews seconded, “ That the matter be deferred till the answer be received from the Featherston Road Board.” Carried.

The Council then adjourned for a fortnight, the nest meeting to commence at 10 a.m.

A mooting of the Finance Committee was then held.
