Provided that not more than one toll shall bet aken on any vehicle or horse passing or returning on the same day. _ And provided further that in the case of fl vehicle without springs having the tires of all its wheels of a breadth of not less than .five inches, the wheels being so formed that a surface of not less than five inches come in contact with the ground on a firm cart road, the amount of tolls shall be one-half the rate which would otherwise be charged under tnis Schedule.
