ENGINEER’S MONTHLY REPORT,

The following report by the engineer, Mr Gerald Jackson, was submitted, and adopted, a,t the monthly meeting of the Otorohanga County Council on Tuesday:— Since last meeting weather conditions have not been favourable to road, maintenance and as a consequence ma’ntenance costs have been exceptionally high. The position has been relieved by using Scheme No. 5 labour where possible in removing slips. The wet weather has pi*evented the use of the grader and manual labour has been used in most repair work. The Graham truck has been put into commission on the Wharepuhanga main hi.ghwlay where its use will recoup the expenditure upon reconditioning it. Advice was received from the Labour Department that 40 A 1 men were available at short not.ce and camps were arranged and camp equipment obtained foy accommodating them. At d:'-Ue 2G of the men have arrived and the balance will be here in due course. New camps have been established on Te Rauamaulcu and Tauraroa, Roads, the balance 1 of the men having been placed in existing camps. The to/tal number of Scheme No. 5 men in the Council’s ‘employment at date is: local men 40, Auckland A2 men 103, and A 1 men 4G. Re traffic inspection.—The Tran<spoirt Board advises that it does not require the services of the County traffic inspector because it has plenty of inspectors of its own. Quite a number of known offenders for overloading are not prosecuted for lack of means of proving weights. Loadometers can be hired when available for ten shillings per week, but this hiring is not convenient, to do the work properly the machines are required to be alwh.ys at hand. The Main Highways Board will sell machines on hire purchase, and extend the payments over four years. The cost of a pair is about £IOO. Re grants.I—From 1 —From information received it is advisable that early arrangements be 1 made for carrying on the following works: —Turoto Road metalling £3OO, £3 for £1; Te Rauamauku Road metalling £3OO, £3 for £1; Ngahape-Korakonui Road £IOO free.

Regfarding Turoto Road it is suggested that the settlers on the road find £75 in cash and Honikiwi Riding £25. Regarding Te Rauamauku Road it is suggested that £IOO of the authorised loan be raised and the money spent in conjunction with the relief works now in progress. Regarding Ngahape-Korakonui Road, Councillors Kay and Thomson should be empowered to confer with the settlers and decide in what manner this giant should be spent. The main question is whether it is to be used in providing* access to Ngahape Road or to Korakonui.

Fences on roads. —iMr W. H. McKenzie, of Honikiwi, has applied for permission to erect his road fence on the road reserve fronting Section 1 Block 11 Orahiri S.D. The frontiage is a steep siding* and it is desired to erect the fence aljong the top of the bank. I recommend that the permission be granted. Extraordinary traffic.—The manager of the Maori Land Timber Co. has applied for permission to convey 10,OOCift /of timlber land 12,000 battens from Ngayoma in contravention of your by-iiaws. This application is made pursuant to having been caught carting overloads. The by-law is not unreasonable and it should be no hardship to cart light loads during the winter months and if you grant this permission it will nullify the by-law. Therefore I recommend that Mr Melrose be advised that the by-laws must be complied with.
